Petrov, a citizen of Puchkov, and his 14-year-old son were punished by a fine of 300 rubles under Art. 20.1 Administrative Code of the Russian Federation. After receiving a copy of the decision in the case of an administrative offense, Puchkov informed the district commissioner that he intends to appeal his decision to the city prosecutor, since the latter is his brother, and the district commissioner “has not yet grown up” to hold him accountable.
