Citizen Shilov at the birthday of Mr. Vinogradov after drinking alcohol began to insult the citizens present, swearing in their address. The next day, Vinogradov made a statement to the district police officer, authorized police lieutenant Ostryakov, demanding that Shilov be held accountable. Having not received a written response on his application after 2 months, Vinogradov complained about the inaction of Ostryakov to the head of the police department. During the examination of the complaint, it was found that the day after the receipt of the application from Vinogradov, the local police commissioner Ostryakov drew up a protocol on an administrative offense in respect of Shilov under Art. 20.1 Administrative Code sent for consideration magistrate.
