Does this provision comply with current legislation?

Resolve the dispute. Explain your answer by reference to the relevant regulations.
3. Using the Federal Law of July 21, 2005 No. 97-ФЗ “On State Registration of Municipal Statutes”, provide specific examples of the types of guarantees of the rights of citizens and local governments when adopting a charter for a municipality.
4. The organization on the property right owns the land plot and the building located on it. The local government approved the rules of improvement, according to which the owners of buildings (rooms) and land plots are required to clean the territory adjacent to their plots, including the sidewalks to the roadway.
